PROCEDURE
for organizing recruitment and training (internship) of foreigners and stateless persons
{ In the text of the Procedure, the words "faculties (departments)" in all cases are replaced by the words "faculties, departments (subdivisions)" in the corresponding cases according to the Order of the Ministry of Education and Science No. 1167 of 11.08.2017}
1. This procedure specifies the peculiarities of organizing of recruitment and training (internship) of foreigners and stateless persons (hereinafter referred to as foreigners) at higher education institutions irrespective of their subordination and ownership that provide educational services to foreigners according to the license for carrying out educational activities obtained according to agreed procedure.
2. This procedure does not apply to foreigners permanently residing in Ukraine on a legal basis, to persons who are recognized as refugees in Ukraine and to persons in need of extra or temporary protection.
3. Training of foreigners is carried out with full-time (in-class) and extramural (distance) form of learning.

4. Organization of the foreigners recruitment for training is made by:
1) educational institutions.
Educational institutions are able to engage business entities (residents and non-residents) on the basis of agreements with educational institutions to provide services for recruitment of foreigners as candidates for training;
2) a public enterprise authorized by the Ministry of Education and Science of Ukraine (hereinafter referred to as an authorized public enterprise).

5. Educational institutions which have concluded agreements with business entities on the provision of recruitment services for foreigners as candidates for training, within five working days after the mentioned agreement came into force, provide the authorized public enterprise with information on agreements concluded electronically in order to keep records on the business entities carrying out activity related to the recruitment of foreigners to study in Ukraine, and in order to consolidate the information on the status of educational services provided to foreigners.
6. Foreigners are enrolled to educational institutions according to the licensed educational programmes:
1) twice a year, before and at the beginning of the academic semesters (till 1 November and till 1 March accordingly): to obtain a master’s degree based on evaluation of documents submitted under subclauses 1, 2 of clause 9 of this Procedure and admission exams in defined subjects and the language of training;

2) during the academic year for studying for PhD’s and Doctor’s degrees based on evaluation of documents submitted under subclauses 1, 2, 10 of clause 9 of this Procedure and admission exams in defined subjects and the language of training.
Educational institution evaluates points/marks of the applicant based on the certificate of the previous level of education and determines the minimal quantity of points / marks in general subjects taken for exams.
Enrollment for higher education at an appropriate higher education level is based on entrance examinations and on the basis of academic rights to continue education provided by a certificate on the level of education obtained in the country of origin, and taking into account the points of achievement that entitle the applicant to continue studying at the next higher educational level in accordance with the law of the country that issued the educational certificate.
Requirements of the educational institution regarding the eligibility of foreign applicants for admission to the corresponding higher education levels are specified in the rules for admission to the higher educational institution and are published on the official website of the institution;
3) during the year for training under the programmes of the preparatory faculty, department (subdivision), to study the state language and / or the language of training, as well as to obtain postgraduate education, advanced training, internship, in the order of transfer and renewal – based on the decision of the admission committee of the educational institution on the results of the evaluation of documents submitted in accordance with clause 9 of this Procedure;

4) during the academic year in order to get training under academic mobility programmes according to the Regulation on the realization of the right to academic mobility, approved by the Regulation of the Cabinet of Ministers of Ukraine of 12 August 2015 No. 579;
5) during the academic year for postgraduate clinical study, doctoral residency - according to the Rules for admission to the higher educational institution.
The terms of submission, examination / evaluation of documents, entrance examinations and enrollment of foreigners are determined by the Rules for admission to higher educational institution.

7. The orders on the enrollment of the foreign students are issued by the Head of the higher educational institution based on the decision of the Admission Committee. The orders on the enrollment with supplements are formed electronically in the Single State Electronic Database on Education.
8. The enrollment of foreigners according to the curriculum of preparatory faculties, departments (subdivisions), of the study of the state language and / or language of training is carried out on the basis of their complete general secondary education obtained outside Ukraine.

9. To be admitted to the higher educational institution a foreigner must submit paper-based application to the admission committee.
The foreigner also submits the following documents:
1) a document (original and a copy) of the acquired educational (educational-and-qualification) degree, based on which the admission will be made;
2) supplement (original and a copy) to a document of the acquired educational (educational-and-qualification) degree, based on which the admission will be made;
3) academic certificate issued by a foreign / Ukrainian educational institution (in case of academic transfer or renewal to training, starting with the second year of study);
4) original and a copy of a document which contains information about the content of the curriculum of the previous higher educational level, credits received, length of study and academic achievement (in the absence of this information in the supplement to the certificate), for admission to master's degree or postgraduate education if the lack of this information makes it impossible to recognize the qualification according to the certificate;

5) copy of the passport of the foreigner or the document certifying the identity of the stateless person;
6) a valid medical insurance police unless otherwise stipulated by international treaties of Ukraine;
7) 4 photos 30 x 40 mm;
8) copy of certificate of abroad Ukrainian (if any);

9) research proposal in the chosen scientific specialty or list of published scientific works and inventions in Ukrainian or English, approved in the established order at the place of work / study of the candidate, are additionally submitted on admission to postgraduate (PhD’s) school.
For admission to the doctorate, the following are additionally submitted in Ukrainian or English:
thematic plan of the thesis for obtaining the degree of Doctor of Science; a copy of the diploma of the corresponding scientific degree;
10) foreigners who enter according to academic mobility programs submit documents approved by the rules of admission to higher educational institution and / or stipulated by the requirements of international programs and / or treaties under which academic mobility is implemented.
The documents referred to in subclauses 1 to 5 of this clause must be translated into Ukrainian with a notarized translation certificate.
The documents referred to in subclauses 1 to 4 of this clause must be certified in the country of issue in a manner officially used in this country for such certification, and legalized by a relevant foreign institution of Ukraine, unless otherwise provided by the international treaties of Ukraine.
The application and the documents referred to in this clause must be kept in the personal file of applicant / student.
10. Training of foreigners at preparatory faculties, departments (subdivisions) in Ukraine is carried out on a full-time basis in accordance with the curricula developed by the higher educational institutions.
11. After successful completion of the preparatory faculty, department (subdivision) the foreigner receives a certificate of graduation of the preparatory faculty, department (subdivision) for foreigners and stateless persons (hereinafter referred to as the Certificate).
Certificates must be produced by educational institutions to the model in accordance with the supplementto this Procedure. The issued Certificates are kept in the book of accounting, which is stitched, its pages are numbered and sealed by the higher educational institution (corresponding structural unit of the higher educational institution). The following information is displayed in the accounting book:
serial number;
the surname, first name and (if any) the patronymic of the person to whom the Certificate was issued;
Certificate number and series;
date of issue of the Certificate;
signature of the person who issued the Certificate.

12. The admission of foreigners for training under international treaties of Ukraine and state programmes must be carried out under the assignment of the Ministry of Education and Science of Ukraine in the manner prescribed by these treaties and programmes.
If the foreigners who will study under international treaties and state programmes require a language training to obtain a certain degree of higher education / postgraduate studies, they are enrolled at the preparatory faculties, departments (subdivisions) of the higher educational institutions according to the assignment letters of the Ministry of Education and Science of Ukraine. Training at the preparatory faculty, department (subdivision) is carried out under a contract concluded between the foreigner and the higher educational institution.
13. The foreigners enrolled for full-time (distance) studies are provided with a state-issued student ID according to the standard specified by the law.
14. Expulsions, study interruption, renewal and transfer of foreigners are carried out in the manner, as for the citizens of Ukraine, on the basis of the order issued by the educational institution.
15. Payment of educational services provided by the higher educational institutions for foreigners are carried out under agreements (contracts) at the cost of individuals or legal persons, unless otherwise provided by the international treaties of Ukraine or agreements between higher educational institutions on international academic mobility.
In the case of juvenile enrollment, agreements (contracts) are concluded by their parents or legal representatives.
16. Documents on the education of enrolled foreigners issued by educational institutions of other countries are being recognized in Ukraine in accordance with the law.
This requirement does not apply to documents of foreigners studying under academic mobility and internship programs for which no relevant qualifications / degrees are provided.
According to the results of the recognition procedure, the higher educational institution makes a decision on continuation of studies by a foreigner at the level corresponding to the results of the recognition procedure, or on the expulsion of the foreigner.
If a decision is made by the Ministry of Education or Science or a higher education institution to refuse to recognize a given educational certificate, including because of its non-authenticity, the higher educational institution will expell such foreigner.

17. Higher educational institutions providing educational services to foreigners ensure timely submission of documents to the regional agencies or departments of the State Migration Service of Ukraine for the issue of temporary residence permits for enrolled foreigners in accordance with legislation for the training period.
The periods of training for foreign students are set out by a separate order of the higher educational institution in accordance with the length of educational (scientific) programmes and also include the period required for entry to the next level of education and (or) the official certification of documents obtained after the completion of training.
18. The educational institution informs the authorized public enterprise about foreigners who have arrived for the obtaining of the corresponding degree of higher, postgraduate education (advanced training, internship), for postgraduate studies, doctoral studies, clinical residency, medical residency, for training at the preparatory faculty, department (subdivision), academic mobility and / or studying of the state language and / or language of training, by submitting relevant information to the electronic journal within 15 days after enrollment of the foreigner

19. The higher educational institution informs the authorized state enterprise about the expulsion, interruption of education, renewal and transfer of foreigners by making changes in the electronic journal within 15 days after the change of the student's status.

20. Higher educational institution is obliged within 10 days to inform the regional agencies or departments of the State Migration Service of Ukraine about the foreigners who have been expelled from an educational institution in accordance with clause 2 - 6 of part one of Article 46 of the Law of Ukraine on Higher Education, as well as about foreigners who have stopped their training without valid reasons or disappeared from their place of residence.
21. The authorized public enterprise, within the terms set by the Ministry of Education and Science, summarizes the information submitted by higher educational institutions on the provision of educational services to foreigners and sends the Ministry of Education and Science for monitoring.

For the receiving an invitation to study at the Lugansk State Medical University, a foreigner should submit a written or electronic form the copies of the following documents:
1) a passport of a foreigner;
2) a document about the education level with the marks (points) received in the educational disciplines or academic reference;
3) written consent for the processing of personal data.
After receiving an invitation, the foreigner should apply to the Embassy of Ukraine for a visa to study.
For the admission to the higher educational establishment foreign citizens must personally submit a written Application Form to the Admission Board.
Along the Application Form foreign citizens must submit the following documents:
1) Document about previous educational qualification (original document and a copy), on the basis of which foreign citizens apply to the educational institution;
2) Supplement / official transcript to the document about previous educational qualification (original document and a copy), on the basis of which foreign citizens apply to the educational institution (if any).
3) Academic Transcript, signed by foreign/Ukrainian educational establishment (in case the student transfers from another educational institution or resumes studies starting from the 2nd year);
4) The original document and a copy, containing information on the content of the curriculum of the previous level of higher education, the credits earned by the student, the duration of training and the academic record in the educational disciplines (in case of lack of this information in the Supplement to the education document), when entering for obtaining postgraduate education, if the lack of this information makes it impossible to recognize the qualifications of the document;
5) Copy of passport or other identification document for individuals without citizenship;
6) Medical Insurance, if other is not stipulated by the Ukrainian legislation;
7) 8 photographs, size 35x45mm;
8) Copy of the Certificate of Foreign Ukrainian (if any);
The documents specified in subparagraphs 1 to 5 of this paragraph must be translated into Ukrainian with a notarized or consular certified translation.
The documents specified in subparagraphs 1 to 4 of this paragraph should be certified in the country of their issue in the manner that is officially applied in that country for such certification and legalized by the relevant foreign institution of Ukraine, unless otherwise provided by international agreements of Ukraine.
Payment for educational services provided by educational establishments to foreigners is carried out under agreements (contracts) at the expense of individuals or legal entities. In the case of admission to training of nonaged minors agreements (contracts) are concluded by their parents or legal representatives.
Documents about education of the enrolled for the study foreigners issued by educational establishments of other states are recognized in Ukraine in accordance with the law. According to the results of the recognition procedure, the educational establishment makes a decision regarding the continuation by the foreigner of training at a level that corresponds to the results of the recognition procedure, or on the deduction of a foreigner.
In case of acceptance by the Ministry of Education and Science of Ukraine or a higher education establishment of a decision to refuse to recognize the submitted document about the acquired educational level, the educational establishment should deduct the holder of the document.
